After decades of US military assistance in the Middle East—providing expensive weapons systems and conducting military exercises—why are the military capabilities of US allies in the region still lacking? Why does it matter? And what can be done to remedy the status quo?

Bilal Y. Saab is currently Senior Fellow and Director of the Defense and Security Program at the Middle East Institute in Washington, DC. In addition, he is an Adjunct Assistant Professor at Georgetown University's Security Studies Program in the School of Foreign Service, teaching graduate courses on U.S. defense policy in the Middle East and international security studies. Saab is the author of Rebuilding Arab Defense: US Security Cooperation in the Middle East (Boulder, CO: Lynne Rienner Publishers, May 2022). Prior to MEI, Saab served as Senior Advisor for Security Cooperation in the Pentagon's Office of the Under Secretary of Defense for Policy, with oversight responsibilities for U.S. Central Command (CENTCOM).
